with the #91, Artest makes of course a clear reference to Rodman, as no one else ever wear this jersey in NBA, and that you need an authorization from the NBA to get this kind of number (like #77, #56 ...)

you have to get premission to use a number over 55, and Rodman was the guy who tried that in LA in case you couldn't figure that out.

get a right player, with the right last name, and slap 69 on his back and you will see his jersey fly off the shelves. kinda how the satan jersey for the devils sold so well.

It is not banned, as you can see...

John Paxson once joked about changing his number to 99 so that the referees would call him for fewer fouls. I'm sure other players have made similar jokes.
