with the #91, Artest makes of course a clear reference to Rodman, as no one else ever wear this jersey in NBA, and that you need an authorization from the NBA to get this kind of number (like #77, #56 ...)

Aperantly Rodman wore muber 10 because he player Black Jack and 10 was a significant number. (not sure though, i dont play the game) everywhere he went he would have 10, one way or another.
When he got to LAL he wanted 69, he said Jerry WEst made him a jersey of 69 but he was not allowed to play in it. So, like u said he took the next one up 70.
NBA is the only L in the world where u r allowed there funny numbers. such at 76, or 77 or 1,2,3.
Usualy its :. Numbers one and two are illegal, as is any number with a digit greater than five. Legal numbers are either double zero or zero (both cannot be used), three, four, five as single digits, then 10 through 15, 20 through 25, and so on through 55. The reason is that officials have only five fingers on each hand with which to signal to the scorer the number of the player who committed a foul, and one or two fingers indicates the number of free throws. Three-digit numbers are illegal

John Paxson once joked about changing his number to 99 so that the referees would call him for fewer fouls. I'm sure other players have made similar jokes.
