Game settings, max @1920x1080. Tried every Vsync option both in-game and in the Nvidia CP and tried every AA setting as well. No difference.

The problem is when I set Special Effects to On, then the slight stuttering appears. If I select Player Detail to High then the game freezes on 99% loading. Crowd Detail if it is Medium or High depending on the other settings will cause major freezes regardless of resolution settings. Selecting Priority to High doesn't have any impact on performance.
However, having said that the game on Crowd Detail to Low and Player Detail to Medium still beats NBA 2K14 PC maxed out. So I'm definitely pleased with that. Except that without Special Effects the court looks worse than 2K14. The wooden floor looks like crayon pastels.

GPU temperatures are low, no higher than 60 degrees celcius. And GPU no higher than 68 degrees celcius. Lowering the resolution doesn't have much impact either. It's the player detail and crowd detail that seem to have the biggest impact on the stuttering. I tried Game Booster doesn't seem to improve much.
