yes, I know that but its too much for my personal tastes. The amazing nut shot button, Burt fuckin' Reynolds, and general craziness of SR3 makes it an all-time favorite for me, but I don't care for the shark gun or the retro blaster in the real world and that kinda zany stuff. Everything I've seen for SR4 is the stuff I didn't like in SR3.

I was on that same 3.5 hate train before actually getting the chance to sit down and play it. After spending about 25hrs with the game I can straight up tell you that it is a full fledged sequel with a meaty single player campaign and a ton of extra open world and side stuff. It doesn't feel like dlc or a cash grab at all.
Regarding that analysis, Volition are playing their story cards close to their chest. They were pissed that marketing pretty much ruined the entire story and missions of SRTT and do not want that to happen again.
