bowdown, no, armpit hair has nothing to do with ESRB ratings. Think about it. It would either be a global texture which would make all players have the same armpit hair drawn on their skin, or it would add completely unnecessary (IMO) complexity to the cyberfaces.
Even if they used 3 or 4 different textures to differentiate, it would still have to be drawn on the skin, and that would just look weird. It's not like they would devote time into making 3D armpit hair models, including working on the collision detection and geometry required as the arm shifts around and the armpit opens and closes or changes angle.
