I may be wrong but I don't think there's a 'vertical limit' for block attempts as compared to jumping and deflecting an alley-oop pass. The max vertical height you can reach in deflecting an alley-oop pass should also be the max vertical height you can reach in a block attempt. The manner you attempt a block can affect the height of your block attempt.

You can get a lot of block animations if you it set the slider to 100 at the cost of 'realism' that results in too many blocks. The quickness rating also has an effect on certain block animations e.g. chase down blocks.
Vertical only affects the height of the jump but it's not as gameplay disruptive compared to changing the block (or even rebounding) slider. Because a change in the vertical slider affects both the defender and shooter equally as opposed to a change in block slider which only affects the defender giving him an unfair advantage over the shooter. imo, lowering the vert is more of an aesthetic purpose, like if you don't think it's realistic for most players to be jumping that high.

Quickness affects a lot in the game. It can even affect available layup animations that you can do, not just the layup rating. Some gamers suggest that you don't decrease/increase a slider beyond 9-10 clicks. I haven't completely confirmed if it's the right idea but I do agree with it regarding the quickness slider. I also used to have the quickness at a really low value (1, I never set anything to zero) but I found out that some animations are not present when the quickness is at that low value, so I stuck with that 9-10 click range.
