i cant, because player signature dunks are changed and their dunk attributes are too low for EVERYONE. someone didnt like lebron for eg. (or ariza or tony allen or someone like that) doing some crazy dunks from time to time (wich happens in real life) so they edited them to dunk "realistic" dunks all the time. i think it was tested in practice mode or something, wich is very different setting from the game (the practice!? not the game)
what player can do with 99 dunk rating in practice, he cant do it all the time in the game, but sometimes players DO some crazy dunks you didint think they were capable of. it makes the game exciting. (stuff like having your team on fire [by defending well and being on a run] and hence having some player of yours hot, making fastbreak and him doing some nasty dunk dont happen any more. player hot and doing good dribble move and dunking hard dont happen any more. thats real?)
EDIT: now i see dragonsrule wrote those are set by "scale". i think the scale is not good for the reason stated above. (dunk/vertical rating is for players dunk skill, i think its better to edit sliders for dunk attributes to fix "too many dunks" issue)
