I've noticed that when i tried to watch CPU playing on each other and look for the gameplay sliders, the AWAY Team is using the CPU Sliders while the HOME Team is using the USER Sliders... even though that they are both CPU Teams. so what i did is just make the sliders equal to both CPU and USER.. wtf..

yeah it's the same for when two human players are playing. the away team's slider settings reflect what you set as the CPU's.
hopefully 2k comes up with a fix.

It's particularly bad for me because I like to play locked onto one player. When he sits, I let the CPU control the team. But to play a decent game the sliders have to be different for my team and the CPU team.
With this issue, when I flip control of my team to the CPU I often have to adjust all the sliders.
