The game is already released so you should be able to download the game.
This error will occur because your computer is not able to connect to EA Download Manager to authenticate with our digital rights management server.
1. Please ensure that your computer is connected to the internet before trying to start the game again.

2. If you are able to connect to EA Download Manager properly but the issue still occurs, make sure your date and time are set correctly to prevent issues with authentication times. Simply double-click on the time at the bottom right of your screen to bring up the time and date settings.

the download manager DOES connect. my date and time IS correct. it says October 3rd 8:25 AM. That is the correct date and time. THe game will not download. If I move the date up to Octber 31st the game will download. That proves the download manager connects and that I cant download it until the 31st. But they are telling me I can download it now? HA! What a joke EA is.
I emailed them back demanding a refund and complaining about their misleading and illegal business practices. I told them if my order is not cancelled or refunded that I am going to contest my charge on the basis of their misleading and illegal business practices. Contesting the charge is going to cost them more money than if they refund/cancel it, so maybe that will get them listening since all they apparently care about is getting money out of you then screwing you over.
