I got a beef with NBA LIVE 08 though, and im wondering if its fixable somehow.The AI makes thee dumbest late game situations ever i mean its HORRIBLE at the end of the video you'll see what im talking about.

Not as far as I'm aware, sorry.

It may improve as the difficulty goes up. I'm surprised that they didn't call the time out and go to half court.

Very odd, If I remember correctly from my time playing NBA Live 2003. Literally every time the cpu would get the ball in late game situations like that it would immediately call a timeout for the halfcourt inbound. At one time I thought it was the same also for 08, but I think there is a threshold as far as time goes. A certain amount of time probably must remain for it to function, this could be more or less true but just my guess.
