Please help.

What are the factors affecting the primacy rating?

Why does it always change in value?
I played my dynasty with the bulls with jordan in it. he has 99 in primacy.
after i simulated 5 games to 10. and checked the appropriate dbf. primacy his primacy change to 65. why?
Note: I also checked hinrich's and he's 85 in primacy.
