What exactly is a sim league?

I'm using a program called FBB. Members join and take control of a team. You can make trades, cut players, sign players and try to win the championship. Everything is based on the real-life NBA. At the end of the season we will have the 2006 rookie draft (including Rudy Gay, Adam Morrison, etc.) followed by free agent signing, etc.

so we dont actually play out the games.. hmmm, seems interesting. i'll go check it out.

Yeah basically... except games aren't based from real-life, games are simulated using a program (FBB in my case -- http://fbb.sportplanet.gamespy.com/ )
