jerseys locked fo my created team

i made the 95-96 roster but i guess i did something wrong with the jerseys and they all come out locked. i cant play with any of these created teams unless they get unlocked...so anyone know wut i did wrong?

Be sure that all values in ISUNLOCKED is 1 (teamgear.dbf)... you will need a DBF editor to open it.

i set it to 1 and it still doesnt work. anyone know whats going on?
