Inno3D GF4 ti4200 - Choppy game problems (even in the menus)

Ok guys, this is just driving me crazy.

Windows version: Windows XP SP1
Ram: 512 ddr
CPU: AthlonXP 1600+
New Video card: Inno3D Geforce4 Ti 4200 64mb ddr
Old video card: Inno3d Geforce2 GTS Pro 32mb ddr

The game ran fine with the Geforce2. No choppy menus or gameplay. I installed the Geforce4 the other day and now whenever I launch NBA live 2003, the game either runs extremely choppy, (even in the menus) or it locks up the machine.

When I say choppy, I mean REALLY choppy. You know how in the opening menu, the game shows a player doing some dribbling moves on the right hand side. Well, mine looks like it's in super slow motion. It actually freezes for a second sometimes.

I've already tried the following:
1. Uninstalled the video drivers. Removed the video card from Device Manager and rebooted. After rebooting I installed the latest Nvidia drivers and rebooted again. (game still runs choppy or locks up on the menu screen)

2. Not that it matters since even the menu is choppy, but when I was actually able to adjust the details settings, I set everything to the lowest value. It made no difference.

3. Reformatted and installed clean. Before installing anything else, I installed the latest Nvidia drivers and rebooted. The game still runs choppy or locks up on the menu screen.

4. DXDIAG shows no problems with my DirectX files and all the DirectX tests ran without errors.

5. In the BIOS, I disabled Anti-aliasing, set AGP to 1x and set the AGP aperture size to 256 (as recommended by Inno3d, however other aperture settings made no difference). The game still runs choppy or locks up.

6. Just incase it was a device on my system causing the problem, I unhooked all my USB devices and removed my network and sound card from the computer. The only card left in the computer is the video card. However, the same problems were still there.

7. I put everything back in and gave it one last chance, but it did not help.

In each case above, only the essential system services were running. In other words, there were no background tasks causing the problem. Inno3D does have a motherboard incompatibility list, but mine is not on it. (abit KG7)

Does anyone else have this card? If so, did you have problems as well?

Did you try turning off the V-Sync option in details?

Yeah, I turned off the V-sync as well as the settings below:

Buffer settings: Tried all settings at each resolution
Texture Filter: Tried all settings at each resolution
Resolution: tried all resolutions from 640x480x16 - 1024x768x32.
