Fouls per Minutes

Hiya,
In real NBA they allocated 6 fouls for 12minute quarters, for a 48minute game....how many fouls would you allocate for the following...
3 Minute quarters (12mins a game) ?
4 Minute quarters (16mins a game) ?
5 Minute quarters (20mins a game) ?
8 Minute quarters (32mins a game) ?
Some of you would be on the full 6 fouls in a 3 minute quarter game but there is no way you could get 6 fouls in that 12 min game right?
What is your opinion?
