No. Fraps will affect your performance. NBA Live 2003 has a built-in framerate counter, and this is how to activate it:
- Open xstartup.cfg (was that the name of the file?) and search for something about the console. Delete the comment slashes so it can activate the console.
- Run the game, call the console using that ~ key, and write r_showfps 1 (I'm 90% sure that's the command)

yep, that's the one. if you want to turn off the frame rate display type "r_showfps 0" in the console window.

You can also bind (using BIND command) that function to some key on your keyboard and use it with just a key press.
