How do you make "Normal" & "Region" files?

Hey everyone! I am working on a big project. The issue is, I have never known how to make "Normal" files or "Region" files for example: logo_normal.676a50f1ce809c49.dds and logo_region.63fa8c3c4dd44682.dds. Can someone please comment on how and what programs are best used to do so? I Use Paint.net for all of my mods.

Paint net can do it. Region files you need to colour like the original ones. There is a setting in dds save options to create normals. Search YouTube for more explanation also, you could post a couple of examples of the files you want to create region and normals for?
