How to assign city floor stadiums in Play Now/Offline?

The city floors are available in the game but how do I assign them in the Play Now game mode when using the city jerseys? I can't find the setting to change/assign it in 2K Tools? How do I do it?

Shuajota has many tutorials. This applies to 2K23 and 2K24. Load a roster. Make edits. Save the roster. May need to rename court files. Example f015.iff to f015_city.iff. Just don't rename to an existing file name.

Make sure you save your roster.
