Why are Shot Contest and P&R Defense too low (25) in almost all players?

Almost all players have SC and P&R Defense set at 25 in attributes and i dont know why.
I hope they have a good reason.

probably 2k's lazy way of trying to make players hit contested shots, and to get the ai an easy way to get open shots to make the game more difficult because default sliders are so bad.

That's an interesting discovery. It definitely could be a bandaid fix; it certainly wouldn't be the first time they tried to quietly do that to resolve an issue.
