I have a question about mods, specifically how to create mods.

I want to create mod to boost badges, to be more precise I want to add higher rank than Hall of Fame badge, called GOD, basically it's just going to be much much stronger version of Hall of Fame, but I don't know if it's possible to create something like that. For example, ankle breaker badge is going to break ankles 100% of the time, limitless 3 is going to prevent you from missing 3 points, rim protector is going to block nearly 100% of the time, and so on. BTW I'm talking about nba 2k22.
