Manual roster update error?

Manually updated couple of teams rosters; releasing players to free agent then assign them to new teams but players shows up with their old teams jerseys,what gives?

If you're talking about player portraits, they don't change if you simply move a player in the roster. It is more involved than that. Search this forum or google 2k20 portraits.

Is there anyway to change team jersey with ingame setting or any external tool?

I think the roster and/or mod you're using has jerseys loaded by player data. See this thread:
