How to Change Hair Color for Cyberfaces

I swear I seen a tutorial somewhere for this but now I can't find it. I imagine it isn't that difficult but I'm drawing a complete blank. Can't seem to get any of the hair color files open in gimp so I'm assuming I'm missing a step along the way. Anyone have any suggestions?
