Is there a myleague tool?

To edit number of teams? Less then the 30.
Or way to edit how many players have to be on a roster so Less then the 14.

If anyone can help please do so!

I don't believe there's such a tool. I don't think it'd be possible to mod in anyway, as the mode wasn't designed to support fewer than 30 teams; only up to six new ones. The functionality for smaller leagues wasn't added until MyNBA came along with the Next Gen version of NBA 2K21. I suspect even if there was a way to remove teams, it'd cause crashes and other buggy behaviour since the mode is programmed to perform a wide variety of functions for 30-36 teams.
