Noob question about hypothetical league creation

Hello everybody,

I am pretty sure that it's not possible, for I am searching in various thread for a long time but...

Do anyone know if it is possible to create a league (or season) with less thant 30 teams ?
I would like to create personal roster (Jeep Elite : French First League) this summer and I would like to create a 18 teams (or less) league.

For instance, would it be possible to replace WNBA teams with others, in order to have a 12 teams League ????

Any help would be useful!!!!
