It doesn't look like there's a proper reporting system in place. Looking into it, it seems that people name and shame on the Steam forums, but that's not really an ideal solution either. You could try contacting 2K Support, either through the 2K website or by hitting them up on Twitter if you've got an account, and letting them know the usernames of the hackers you've encountered. No guarantees anything will come of it, but in lieu of an in-built reporting system, those are probably your only real options.
