Programs to edit textures

Hello, I am new to modding and I’m wondering if there are any programs that I can use to edit cyberface textures other than photoshop as I can’t pay for it. I tried using GIMP but I am unable to figure out how to overlap an image over another as for some reason the image is going under another one. I am following a 2k14 tutorial of James Harden and that was on photoshop so it is hard for me to understand.

Paint.net is not only free, but I've been able to do everything I need to do texture wise in it.

Whether it be portrait creation, editing face textures, etc. Its awesome.

It sounds like you have to learn how to use layers in GIMP. JaoSming made some 2K14 tutorials for GIMP that may help. His tutorials do not teach the basics of using GIMP. Go to YouTube or use google to search for GIMP layer tutorials.

Ok I’ll try paint.net first and if i don’t understand I’ll do what u said, thanks for your guys’ help

I am using paint.net and I'm wondering if you have a solution to this problem since you say you can edit textures fine. My problem is that the texture is too bright because I guess the texture is combined with the alpha channel? I don't know for sure but I am thinking you might know a solution.
I have left a screenshot of what it looks like.
