First you have to do what Looyh just told you. You have to put all the files of the 2K_Launcher in the same folder in which the game is installed if you want it to work

Just got the tool. Read through the entire thread, still not sure how to use this.
The tool opens correctly for me I just don't understand how to go about renaming files. Do I need to type everything in manually?

For anyone who had trouble getting this to work try this...

look in your modded/waigua folder

if you have any of these named files then delete them
gooeyoverlaysstatic.iff
newscorebug.iff
watermark.iff

now try again using the default files the way it is set up by looyh in the downloaded files

also if you decide to add your own scorebug, watermark, or wipe make sure you renamed the file you are using to a file that is actually real and listed in the manifest
you might think logo812.iff should be a real file but naw check it out
there are a bunch of logos in the 1000s to work with though just check that it shows up in manifest don't assume

To do that you have to extract the sponsor logos and edit them.

uniform_sponsor_logo_ind_02.iff=uniform_sponsor_logo_ind_99.iff
uniform_sponsor_logo_ind_03.iff=uniform_sponsor_logo_ind_99.iff

if that doesn't do anything try putting any modded files in your modded or waigua folder with the these names

usually doing this makes those files from sync.bin not work which sounds like it might be exactly what you want so that they don't show up

where is the sync.Bin located for nba 2k19

This tool isn't working for me. I extracted it into 2K19 directory, but it seems like the wipes, court mods, and scoreboards aren't being loaded into the game. Not entirely sure why it's not working.

No, if the game is donwloading an update and gets "stuck", just unlock the sync.bin then let the game update, then you can do the sync replace and lock it again.

That's the thing though, I assumed as much the first time. Now everytime I try to lock the SYNC.bin then it just automatically goes into an update, super weird.
