Scoreboard gonna have to be rebuilt from scratch. they added lots of new things to the newscorebug.iff
sorry about the large images. didn't shrink them down this time so y'all could see the small fonts clearly. album link:

Lots of new meshes in blender.
The UV meshes are also messed up (left panel). they might be fine, and blender import might be broken and also maybe blender export broken as well. dunno. something to consider when working on new blender scoreboards --- the uv meshes.
Anyways, Would have to use my blender tutorial as a foundation and slowly build a new scoreboard. take notes about what each blender mesh controls.
Also lots of new animation files in the newscorebug.iff.
things like:
_t_scorebug_mesh_Away_Group_tricode_away_txt__t_scorebug_mesh_Away_Group_tricode_away_txt.0beac425a56c3e37.animation
away_logo_cube_away_logo_cube.45382308612c8bfd.animation
away_point_score_away_point_score.e85d97bfdf50b9d0.animation
group21_group21.d38192dd09673981.animation
etc etc etc lots of new stuffs.
anyways, would have to open them all with hex and see how they move around.
anyways, once everything has notes, looks like more control over specific elements.... but everything gonnna have to be slowly notated. for starters, I would move everything around in blender --explode all vertex groups-- (like 1st picture) export all the meshes in object mode (exports to t_scorebug_mesh.e8b8fdb92705690c.model) and see what it looks like in game. Figure out which meshes control what things. then pick a base mesh vertex group to import the TNT psd texture. (perhaps vetex group "lowershape").
anyways, doubt i'm gonna pick up 2k19 anytime soon. Gameplay just doesn't look improved to justify a purchase. I'm gonna wait a few cycles to see what is produced.
So, yeah, good luck with notating all the new scoreboard stuffs
