just set "None" to shorts type and copy shorts textures from 2k18...becouse UV are different and won't map correctly; 2k18 maps are perfect for that type of shorts.

SHORTS TYPE "CLASSIC": Made them shorter
SHORTS TYPE "NONE"; Made them baggier for 2000's teams
No texture UV adjustement needed.....just change short type as you need
Most of 2k19 classic Team use "CLASSIC" shorts....
p.s.
I will try to add 3 type of shorts lenght in next update and see If we can set player specific shorts lenght
