Player has been waived and may only be resigned by current value?

How do I sign a player that has been dropped by a team but is in free agent. I keep getting that message and can not sign him.

That's the rule when a player has been waived. If you don't have sufficient cap space to sign him off waivers, you won't be able to sign him.
