Without knowing more details like your hardware? Probably not.

If you're experiencing stutters you can try disabling V-Sync.

Same specs as me. I'm not getting a great performance from the CPU version, either.

I did a little test. My early conclusion is that the more of the crowd/arena is shown, the lower the fps. I get 240 in the main menu and I think that is the framecap. But I get 70-100 during gameplay. When showing David Aldridge interview with a lot of crowd/arena in the back, it drops to 60-80. While showing the coach on the bench zoomed in, it's 150-200.

So, what I would do to increase the gameplay fps is a higher camera with a bigger zoom that has more of the court in view, rather than the stands. See how much your fps changes when less of the crowd is shown on screen. Not enough? You can lower crowd quality and media quality and see how much it increases the framerate. I got 100-140 fps on-court by turning them off. Almost a 50 percent increase, but with that sacrifice of less visuals. Just turning crowd on dropped the fps by 10 on my cpu.

Since you have only a 970, I would also lower shadow quality and shader detail and see what kind of impact it causes. Also antialiasing can be turned off if it's on. You can also try different things in the video settings like compute shaders, preload shaders, or buffer count.

Good advice, I'll have a play around with those settings. (Y)

When I played previous years on PC I noticed that too because I played on an ultrawide monitor I actually had more crowd on High camera.

Switching to side camera types and zooming in helped.

If you want to play on High camera (or this type) the suggestion of turning off the crowd can help.
You can also try zooming in a bit.

My friend spec is : i7 930 3,5ghz + 1050Ti 6GB and 12GB RAM.
I was playing on high sets and game was 60fps with terrible drop to 50-55 in the middle of the court, 30fps but not smooth during replays and tbh it rly reminds me of 2k17. Imo optimalization is not the best part of this game.
Which option i should turn off? Vsync imo must be on. I dont have enough time because i will visit my friend and in 2 hours i want to test and focus on other things so any tips on how to set video settings will be very helpful.

Try putting AA at 4, and I wouldn't use the second Vsync option in the settings (Its like dynamic or something) just use the first one.

AA at 4 still looks amazing.

I can't understand what just happened with NBA2k series from 2k17, when i began notice framerate drops. Maybe that 2k began paying less attention to optimization of PC version, because 2k15 and 2k16 has solid 60 fps on max with AA x8 settings on my Phenom II x4 955 and GTX 1050 ti, even with parallel watching HD 1080p movie (which gives a significant load to CPU) on TV via HDMI...

VSync causes stuttering and bad performance if you have it on and can't reach you monitor's refresh rate.

You can also try fiddling with display mode setting. Fullscreen, windowed (borderless), ...
