I doubt they will have tattoos for rookies. It's been said before but the licensing rights to individual tattoos used to be an issue. I don't know if that is still the case, but supposedly they were scanning DLo's tattoos so there may be improvements in that aspect. Rookies however almost never have tattoos outside of Fultz last year.

Without looking like an European basketball crazy fan because I am far from that, the fact that he was an MVP back here at that early stage of his career, made him an 80-82 rated player in my eyes. This dude is different.
I actually see him better than Ball and Fultz as an out-of-the-box, day 1 player and those two got an 80 last year.
They probably had to live up to the hype and make Lonzo Ball stand out as the "highest rated rookie ever" with all the attention he was getting and of course they had to rate Fultz the same, as he was a higher draft pick with the 1st overall.
I guess it's really difficult to keep an objective PoV on the ratings while also flirting with every fan base, NBA Player ranting about his rating on Twitter or IG Story, etc.

If they were striving for accuracy, I think the best move would be like the approach I took in my draft class, with Luka being the highest rated rookie (80-82 like you said) but Ayton, Jackson, etc. having higher potentials (77-79 overalls). He is likely the most pro-ready prospect in a long time and I think his rating should reflect that. It probably will by the end of the year.

I read on a comment from ronnie2k in Instagram that the tattoo will be in the final build.

Rookie ratings are always tough, and whether it's an official or unofficial roster, the best practice is to err on the side of caution. Even if Doncic could stand to be a little better all around or in key areas (and thus 80-82 Overall), 79 Overall probably means most of his ratings are in the ballpark, so it'll be minor adjustments at most to begin with. It all depends on how quickly he adapts to the NBA, of course.

I mean Fultz had them scanned too. Would make sense they do the number one pick. But guys like John Collins, Frank Mason, Josh Jackson, etc. did not get tattoos, despite having their faces scanned. All I’m saying it’s that it’s a crapshoot for what players have tattoos and at this point with the technology where it is, it really shouldn’t be.
