This has been an issue on the PC side since I believe 2K17. I'm not sure what exactly causes it, and I even reached out to TGsoGood about it via e-mail several months ago and he said he never noticed it nor had it happen to him.
All I can figure out is it has something to do with the files in your C:\Program Files (x86)\Steam\userdata\(Your #)\841370\remote folder. Specifically your "DataForMyLeague" files. And once you delete those files, you should be able to proceed with your expansion teams until it does it again. Then it's a rinse and repeat type thing if it happens again. Also, if you have another MyLeague and you delete the data/branding files for it, all you have to do is go and re-download them as they will just be blank until you do.
I reached out to 2K support last year about it and even showed them a video, as once it happens you can't "Save As" under MyLeague anymore and it will corrupt the files. Which is a bummer when you get several seasons in and it happens, causing you to restart. Their response was
"I appreciate you trying to fix the issue and I'm really glad you seemed to be able to pinpoint that the issue lies with the downloadable expansion teams. Unfortunately at this point, the best advise I can give is to either play without them or, if they are downloaded, to simply have to make do with the limited save files."
I'm hoping someone can find the main underlying issue that is causing this because it seems as it's only on PC.
