I think the textures are BC7 you need a newer plugin for photoshop to be able to open and view them
https://software.intel.com/en-us/articles/intel-texture-works-plugin this one worked for me

To view:
In photoshop open as Intel Texture Work .dds

To save:

I have the same dificulty here, this one work:

- not EXTRACT global.iff files (like 2k17)
- Just go to 7zip options and select OPEN FILE, is ahead EXPORT FILES.
- All the files are showing ON 7ZIP
- Search file for mod and drag to your desktop.
- Edit file with INTEL DDS PLUGIN. Save as BC7 (with alpha, if needed.
- Select edited file in your desktop and DRAG back again to global.iff opened with 7zip
- DONE!

This year, extract and import again not working.
