I would say blender and shrink the width of the arm.

Is there away to change the size of the accessories for just one player? like i wish they were all like the head band so you can change the size of the limbs then change the size of the sleeves to match

That's the problem of fixing the arms. I usually don't do that unless it's someone who's far from reality and has never used sleeves or arm protections.

I did a Fultz with similar hair in the download section. It doesn't have the uniform clipping. Changing arms with Blender is a pain in the a$$ with the accessories.
