What are they for and why doesn't anyone use them?

Basically they allow certain groups of people (as designated by the forum admin) to access restricted areas of the forum. Since no area of the NLSC Forum is restricted beyond posting priveleges (must be registered to post, cannot make sticky posts or announcements unless you are a moderator/admin), there's no need to use this feature of phpBB.
