I've never seen this mentioned anywhere...but Ex-Blazer GM Bob Whitsitt had a REALLY good eye for developing talent. It might border on amazing...observe...

1994 - Drafts Aaron McKie...a future starter in the league...with the 17th pick...
1996 - Jermaine O'Neal...future All-Star...again with the 17th pick...
1997 - With only the 48th Overall pick in the second round...he selects Alvin Williams from Villanova...who now starts for the Toronto Raptors...
1999 - No first-round selection...the late first-round pick is traded for Bonzi Wells...who's a starter and a developing star...
2001 - Zach Randolph...a budding All-Star and the team's best post-player with the 18th pick...
2002 - Steals Qyntel Woods with the 21st pick...the book has yet to be written on Woods' potential though...yet...

He didn't manage the team's salary well...and he made some iffy trades...but the guy never gets credit for having an uncanny eye for the draft...

but for sum players he drafted most of them have trouble keeping themselves out of jail...so they might be talented but as long as they keep going to jail this team is not gonna win a single championship..

I'd include his trade of Harvey Grant and Rod Strickland for Rasheed Wallace as another great move.
