Are there any teams that they won the previous season's championship, but they cant enter to playoffs (ex. 1977-78 Champs, 1978-79 Eliminated at Regular Season)

I don't think that's possible, it's a requirement teams need to fill. I don't think it would ever come to that anyway as teams tend to have more than fifteen players on their roster during training camp and make cuts to get back to a maximum of fifteen.
