It's the guard because a defensive rebound has to be the end of a possession.

Most teams do count those tips and stuff under "hustle plays" or similar.

The tips that are attempts to make a shot are counted depending on the scorers' judgment.

Fun possession:
6:24 72-62 Greg Oden misses 4-foot two point shot
6:24 72-62 Greg Oden misses tip shot
6:24 72-62 Greg Oden offensive rebound
6:22 72-62 Greg Oden offensive rebound
6:22 Joel Anthony shooting foul (Greg Oden draws the foul) 72-62
6:22 72-63 Greg Oden makes free throw 1 of 2
6:22 72-63 Juwan Howard enters the game for Dante Cunningham
6:22 72-64 Greg Oden makes free throw 2 of 2

Same here.
Techinically, it's gotta be somewhere between a rebound and a shot attempt.
