Yeah, that's just terrible. The NBA claims that player complaining has been reduced to an acceptable level and it does indeed seem that there has been a decrease in complaints, but you can't call the initiative a success when there's monumentally stupid technicals like that being assessed.

To be fair, he hadn't done anything, so it was more likely to be what he said, which we can't hear. However, it does seem completely inconsistent.

Yeah I suppose he might have muttered something a little too loudly. As you said though, there's no consistency as to what constitutes an overt display of emotion (or whatever the wording of the initiative is). It's not completely ruining the games but it's still leading to moments that reflect really badly on the referees and the league office.
