I believe it's with shoes, rounding up...so you can get more than an inch. Jordan is closer to 6' 4 IRL, was listed at 6' 6" during his career.
His bulk is probably more of an issue for SF than his height, maybe his athleticism can counter that and he can still defend the paint and rebound, maybe not. But at SF he'll have no advantage, everyone will either be taller (have fun with 6' 10" Rashard Lewis shooting 3s over him) or stronger/tougher (Marion & Artest come to mind).
At least at SG he can have some advantage over opponents, much like Kobe (which is why teams usually sic their SF on him, not their SG). If he's got the handles and perimeter game, he should go for SG...you can get other SFs who won't have to handle the ball as much.
