1. I'm a GM with the fourth pick in the 1st round. Can I draft a 18 years old center and leave him in Europe for development for a year or two and then sign a contract with him?
2. I'm a 25 years old European superstar who has never been in NBA draft. Am I a free agent?

Yes. If the player is already under contract, or signs a contract with a non-NBA team, the team retains the player's draft rights for one year after the player's obligation to the non-NBA team ends. Essentially, the clock stops as long as the player plays pro ball outside the NBA. This one is a bit tougher, I believe foreign players at a certain age are automatically eligible for being drafted, and if they pass that age without getting drafted, they become "free agents". I put that between " because not every foreign player has the intention of ever playing in the NBA.

Thanks a lot.
But still, I always thought that a college senior who graduates but doesn't place his name into draft becomes a free agent after this draft. Or a international player after he turns 23.
