00 is not banned. Tag and Haywood both wear 00 (Arenas wears 0, neat that they allow both 0 and 00 on the same team).

...I think you're right...Haywood wore 00 in college and I believe once on the Wiz. HH still has him as 00.....weird.

Haywood's number changes every year because the team adds new players and disrespects him. He has worn 00 before.
