Cuban was fined for what he wrote in it, not for having it. However, I think its a joke too. The NBA suddenly wants to fine everything under the sun.. and I'm getting sick of it.

Detroit - On his first game back from injury, Detroit Pistons star, Ben Wallace was fined for violating league rules. Wallace's afro size exceeded league regulations and he was fined $1,000 and ordered to cut his hair. The regulation, just passed on the 16th, stated that no player may have an afro exceeding 20 x 10 cm. This came after Sam Cassell was fined $20,000 for exceeding the leagues rules for the distance between eyes, he is expected to surgically correct this on Saturday.
In related news, Utah Jazz power forward, Carlos Boozer was fined $500 for violating the leagues chest hair regulations. David Stern has issued a warning to other players who violated these regulations to correct the problem, or else face fines of up to $35,500 and a 5 game suspension.
