Can someone tell me what's this all about?

I saw a small clip with him and Kobe.. it was pretty funny.. I sorta remember the script as:

Ali G: Yo yo yo resepct. So tell me how many springs does a basketball have?
Kobe: (Looking confused) Um, there are no springs in a basketball
Ali G: Then why does it bounce?
Kobe: It bounces because there's air in it...
Ali G: Well, there's air in this room. Why aren't we bouncing?
(Kobe is speechless... lol)

So what's he doing anyways? Interviewing players? I also saw him talk about underpants to Steve Nash.
