Why'd you post this in NBA LIve Vintage?
anyway, for 2k11 they are having issues that are going to be patched when the official update is released

From memory, NBA Live 2000 doesn't support network play; I don't think any NBA Live release has done, it's all been done through the EA Sports Online server and direct connection (IP matchups). If there's an IP matchup option in NBA Live 2000 then you might be able to get it to work by entering the IP address of the other PC on the network, but I can't guarantee it.
