How do I get the patches that I have downloaded on to my game?

With NBA Live 2001, most patches had an installation batch (.bat) file to import them into the .viv files and if necessary, modify the dbf files using the Blotch utility. If the rosters don't have an installation file, they can just be placed in the saves folder.
Also, when you have a question do not post it in multiple sections in every thread you can find as that's spamming. This is not the first time you've been asked to stop spamming, please do not do it again.

As I said, they should have their own installation file. I haven't worked with NBA Live 2001 for years but I seem to remember most patches could be installed by unzipping them to the main game folder and running a batch file that imported the graphics files and changed the dbf data if necessary.
