Yes, you could use a new video card. I would say at least a GTX 750 - $100
Maybe some more RAM too. - 4GB - $40

The best answer to who have low hardware is just wait for the game and try to play it, if it dont run well at some desired settings or even at lowest just make some test and avaliation to determine the culprit component(s) then if you can, make the necessary parts upgrade.

On PC pretty much every controller works. You maybe want to use that tool to emulate a XBOX360 Controller.

You could use a PS2 controller, yes. I would just go with the 360 controller, though, so you get the matching icons and you don't need to use xpadder.

Not if you emulate x360 controller...

And when I used some generic ganepads the gane used some different sets of icons (a, b, c, d, ...)

Yep, that'll work. Not max settings, but yes, you definitely can run the game, and probably at medium settings.

There are things the take into account with a GPU other than memory.

What resolution do you plan on playing at? I think you'll be able to play at high settings as long as you're playing at 1080p or less.

GPU memory is more important if you play at a high resolution. Less so if you don't.

I hope someone could leak the graphic settings for the PC, so we'd know what to tweak before it even comes out. BTW, here's my Specs:
Athlon II X4 640
HD 6670 1GB GDDR5
1280X1024 rez
8GB 1333mhz
Supposed to be an HTPC only, until I met NLSC and sold my PS3.
What do you guys think? Low to mid? Mostly mid?
I'd be happy to run this at 30FPS average with max player and floor graphic settings. I hope we could turn off the sideline chars like the prev ones and crowd to crowdboards.

GPU is a little bit on the edge, but Mid should be no problem.

Define "handle".
CPU is fine, RAM should suffice (it's shared with GPU in this case), but the GPU itself... Well, it can run modern-ish games at low resolutions and low details at decent framerate, but nothing more.
Unless your laptop has second graphics card which isn't listed here you would be robbing yourself here. Another thing is, that gaming on laptop effectively kills your north bridge.
