Massive Performance Drop

Hey guys, been playing the game with no issues for sometime now ( around 200 hours logged according to steam) with no performance issues at max settings, getting around 55-60 FPS.

Two days ago I started modding, making a jersey, everything was going just fine until I attempted to mess around with the numbers and letters for the jersey.
I used the Chinese Mod tool to export and import the numbers file. Then my game started lagging huge and crashing when I went to the team's jersey I was editing in game. No big deal I back everything up. So I replaced the edited .Iff file with the original one, game still lags ( 12 FPS) but stopped crashing when getting to the team I was editing. So I deleted all the folders ( both in roaming and in program files) and did an entire fresh install. This is all via Steam by the way. But I still am only getting 12 FPS. I have no clue what the problem is or what to do to fix it. Any help would be great as the game is basically unplayable.

the game can depend way too much on your internet connection, try disabling or unplugging your internet connection and see if the game speeds up
