untapping a players potential in association mode

just a few questions i have about untapping a players potential. one year i untapped Wesley Johnson's potential (89 to a 99) and the following season his rating didnt increase at all and he was only 26 he remained an 81...whats the deal? he starts and he is happy. is it because his play style is athletic and he is already pretty much maxed out athletically? anyone know?
