Changing team scoreboard color?

How is this done?

I'm talking about the little glow/sparkle behind a team name in the scoreboard. For example, changing OKC's from light blue to green.

in the roster file, there is a hex color for each team that controls that color in the scoreboard

however, it is not editable with the REDitor, and truthfully, I dont know if anyone has actually been able to hex edit that either.
